The minibar should show whenever the window is "ungrabbed", whether by mousing over the ungrab region at the minibar's location or by the ungrab shortcut, which defaults to Cmd-ctrl. Does it appear when you do that? Do you have 1 or more monitors, and if more than one, are you using all of them in fullscreen? Which OS are you on? In General Preferences, what do you have selected for "Gaming"?
