Full Screen Minibar always hides even when told not to (Fusion 6.0)

I cannot get the Fusion Full-Screen Minibar to automatically show and hide. It works correctly when set to "Always Show." When it is set to "Show and Hide" it always hides. I've tried multiple guest OSs with the same result. Hardware version is v10 and latest tools are installed. I had the same problem when Fusion 5.0 released and it was fixed in 5.0.1.
