Email Alerts resend when handeler stopped

Hello,

I'm new to vCops and testing email alert on version 5.7.1 (custom-ui).

After my test, I stopped the alert handeler instance but I'm still receiving the 'resend' mail alerts.

I also try to modify the emailFilter.xml and set the resend parameter to 0 or even removed it completely but it didn't changed anything after alert handeler has been restarted.

Can someone help me fixing this?
